Scope of the New Restrictions
The Office of Foreign Assets Control (OFAC) of the US Treasury indefinitely suspended education-related general licences that had permitted limited cooperation with Iran by American universities and individuals, including academic exchange programmes and certain nonprofit education services.
Additional suspensions target professional and amateur sports activities and exchanges involving Iran, services related to conferences in the US or third parties, and certain non-commercial personal remittances to or from people in Iran.
A wind-down period for existing activities has been set until September 8, after which all such activities will require specific OFAC authorisation. Washington has also warned that both US and non-US individuals anywhere risk sanctions if they engage with Iran or its Persian Gulf Strait Authority regarding guarantees of safe passage through the Strait of Hormuz.
